Purpose of this site

TheKansasCityShuffle.com is an independent data journalism and transparency project. It aggregates, analyzes, and presents publicly available financial disclosure data filed by members of the United States Congress under the Stop Trading on Congressional Knowledge (STOCK) Act of 2012.

Not financial or legal advice

Nothing on this website constitutes financial advice, investment advice, legal advice, or a recommendation to buy, sell, or hold any security. Do not make investment decisions based on the information presented here. Consult a qualified financial advisor or attorney for professional guidance.

No accusations of wrongdoing

This site does not accuse any individual of insider trading, securities fraud, or any other illegal activity. All trades shown on this site are legally required public disclosures filed under federal law. The presence of a trade on this site, including trades with high Shuffle Scores or those appearing on the Suspicious Timing page, does not imply that the trade was illegal, unethical, or based on non-public information.

About the Shuffle Score

The "Shuffle Score" is a proprietary algorithmic indicator that rates trades from 0 to 100 based on publicly observable factors including filing delays, trade size, committee sector overlap, and trading pattern anomalies. It is a statistical indicator, not a determination of wrongdoing. A high score means the trade has characteristics that, statistically, are correlated with suspicious timing patterns. Many perfectly legitimate trades will score high. The score should not be interpreted as evidence of insider trading.

About the Suspicious Timing page

The Suspicious Timing page correlates publicly disclosed congressional trades with documented political events using a 7-day lookback window. A temporal correlation between a trade and a political event does not establish causation. Members of Congress trade frequently, and statistical coincidences are expected when examining large datasets. The page is intended to surface patterns for public scrutiny, not to assign guilt.

About Trade Signals

Trade signals (Red Alert, Suspicious, Volume Spike, Cluster) are automatically generated by algorithms that detect statistical anomalies in the trading data. These labels describe the data characteristics of the trade, not the intent or legality of the trade. "Suspicious" in this context means statistically unusual, not illegal.

Data sources and accuracy

Trade data is sourced from public congressional financial disclosure filings, aggregated by third-party data providers. While we strive for accuracy, we make no guarantee that the data is complete, current, or error-free. Trade amounts are reported as ranges (e.g., "$15,001 - $50,000") as required by federal disclosure law - exact amounts are not publicly available. Estimated midpoint values shown on this site are approximations. Filing dates, transaction dates, and other metadata are taken directly from public filings and may contain errors present in the original disclosures.

Fair use and commentary

This site constitutes commentary and analysis of public records, protected under the First Amendment of the United States Constitution. All data presented originates from legally mandated public disclosures. The analysis, scoring, and editorial framing represent the opinions of the site operators and are offered for public interest journalism purposes.

This site is not affiliated with, endorsed by, or connected to any political party, government agency, member of Congress, or regulatory body. The site operates independently and does not receive funding from any political organization.
